The Housing Partnership of Chester County (HPCC), a private
non-profit organization, was founded in 1988 to develop
affordable housing for families of modest means. Today, HPCC
offers many programs to help people in Chester County attain the
American Dream.

HPCC has had a tremendous impact on the hundreds of Chester
County families it has helped to achieve home ownership. Our
First Time Homebuyer Program has assisted over 350 individuals
and families with down payment and closing cost assistance for
the purchase of a first home. Since 1997, more than 1000 people
have attended our required pre-purchase workshops in hopes of
becoming homeowners.

HPCC also runs a comprehensive Credit and Foreclosure
Counseling Program. Our counseling is designed to educate
potential home buyers and current homeowners, assisting in
securing affordable, non-predatory financing, thus reducing the
risk of failure and foreclosure. We offer "Improving Credit
Worthiness" workshops, one-on-one budgeting and credit
sessions and will assist those holding an ACT 91 notice submit a
HEMAP application. All services are free of charge. Many
program participants are eventually able to buy homes using our
First Time Home Buyer Program.

Other programs offered by HPCC allow homeowners to repair and
maintain their homes, thus adding to the stability and quality of life in
our surrounding neighborhoods. We have assisted more than 645
families and individuals with minor repairs and major home
rehabilitation work

The Senior Citizen Home Maintenance Program provides $4,500 in
home repairs for qualified senior. The Housing Rehabilitation
Program will loan a maximum of $25,000 to qualified homeowners
to bring their home up to local code. Construction programs are
completed by HPCC's fully qualified and licensed contractors. All
work is done in compliance with BOCA, State and Local code and
inspected by a third party upon completion.

The Home Modification Program is designed to help people with
permanent disabilities stay in their homes. Access modifications are
available through a grant from the PA Department of Community
and Economic Development. All work is completed by HPCC
approved contractors.
